Restriction of most harmful chemicals to “essential uses” declared – The European Commission has today adopted guiding criteria and principles for the “essential uses” of the most harmful chemicals.
The Communication adopted today gives industry and investors predictability on the production of products essential for the green and digital transitions, healthcare and defense in the EU. It is a concrete outcome of the Chemicals Sustainability Strategy, which aims to improve the protection of human health and the environment from the most harmful chemicals and move towards a toxic-free environment.
Communication on essential uses
The concept of “essential uses” helps to assess when it is justified from a societal perspective to use the most harmful substances. In cases where the use is necessary for health and/or safety reasons and/or essential for the functioning of society and there are no acceptable alternatives, the substance can be used for this purpose for a certain period of time. Detailed provisions should be laid down in specific EU legislation applying the concept of essential use.
Allgemeiner Zweck
Das übergeordnete Ziel dieses Konzepts besteht darin, eine höhere Regulierungseffizienz und Vorhersehbarkeit für Behörden, Investoren und Industrie zu erreichen. Im Hinblick auf einen schnelleren Ausstieg aus den schädlichsten Stoffen in nicht lebenswichtigen Verwendungszwecken und gleichzeitiger Bereitstellung von mehr Zeit für den Ausstieg aus für die Gesellschaft lebenswichtigen Verwendungszwecken. Es wird der Industrie auch dabei helfen, Investitionen in innovative und nachhaltige Chemikalien zu lenken und zu priorisieren.
Sicherheit für Unternehmen
Für gesellschaftlich lebenswichtige Anwendungen kann das Konzept Unternehmen die Sicherheit geben, dass in kritischen Anwendungen eingesetzte Stoffe solange verwendet werden können, bis Alternativen verfügbar sind. Denken Sie zum Beispiel an den grünen und digitalen Wandel, Sicherheit und Verteidigung
Anreize für freiwillige Programme
Dieses Konzept kann auch Anreize für freiwillige Programme wie nachhaltige Finanzierung sowie Forschung und Innovation bieten und den Übergang zu sichereren und nachhaltigeren Produkten und Methoden fördern und erleichtern.
